At the First Session of the First National People's Congress, the Constitution of the People's Republic of China was adopted. Since then, the people's congress system – the fundamental political system of the People's Republic of China – has been established, which holds an epoch-making significance in the history of China's political development and even the history of world political development. The First Session of the 14th National People's Congress of the People's Republic of China was held in Beijing on March 5, 2023. The main visual elements of the stamp design are the Great Hall of the People in Beijing and the cover of the Constitution of the People's Republic of China. The background of the stamp presents the magnificent landscape of the motherland, symbolizing the broad masses of the people. It implies that under the leadership of the Party, China's people's congress system has been continuously consolidated and developed. The overall design of the stamp is concise, solemn and magnificent, reflecting the lofty status of the Constitution.

This set of stamps was collectively created by the Academy of Arts & Design, Tsinghua University (lead designer: Chen Lei), and printed by Beijing Stamp Printing Co., Ltd. using the offset printing technique.
