Background info
Since summer set in 1998, extraordinary floods have hit some areas in China. The whole valley of the Yangtze River has been struck by the most serious flood ever since 1954. The lasting time of high water level has exceeded that of 1931 and 1954 respectively. The greatest floods have also punched the valleys of the Nenjiang River and the Songhua River in Heilongjiang Province. Great losses have been reported in many of the flood-hit areas, under the leadership of the Party Central Committee and the State Council, millions of soldiers and reported in many of the flood-hit areas. Under the leadership of the Party Central Committee and the State Council, millions of soldiers and civilians are bravely fighting the floods and rescuing the victims. Many tunes of triumphs can be composed based on their heroic deeds.
In answer to the call of Party Central Committee and the State Council, the broad masses of people throughout the country have made active contributions in cash or in kind to support the fight against the floods. To commemorate this daring and life-and-death fight against the rare disaster in history and further provide the society-aid to the flood-hit areas, the State Postal Bureau issued this set of semi-postal stamp. In the stamp, the coiled ribbons are like symbols of arms in arms, in the shape of Chinese character "zhong" (the masses). It indicates that with love and unity, we will rise as one man to fight against the flood.
The income from selling this set of semi-postal stamp, including the donation part and the postage, will all be handed over to the departments concerned for anti-flood and relieving efforts.
