The 2016 Tangshan International Horticultural Exposition was held at Nanhu Park in Tangshan City, Hebei Province from April 29 to October 16, 2016. Its theme was "City and Nature · Phoenix Nirvana", and its philosophy centered on fashionable horticulture, environmental protection, low-carbon living, and the harmonious coexistence of cities and nature. The expo adhered to the principles of "frugality, cleanliness and excellence", aiming to create a splendid, unforgettable and ever-lasting international horticultural event.

The year 2016 coincided with the 40th anniversary of the Tangshan Earthquake. Hosting the expo in Tangshan allowed the city to showcase the achievements of its post-quake reconstruction and ecological restoration to the world. It also demonstrated the determination of the people of Tangshan to protect the environment, restore ecosystems, and realize the transformation of a resource-based city towards sustainable development.

The first stamp features the Low-Carbon Living Hall and Tangshan Garden as its core elements, with the expo emblem "A Phoenix Coming in Splendor" in the upper right corner. The second stamp takes the Phoenix Greeting the Sun Sculpture and the core area landscape as its main elements, with the expo mascot "Phoenix Flower Fairy" in the upper left corner. The entire set of stamps boasts a bright and colorful design, with clear foregrounds and grand backgrounds, highlighting the distinctive features of this expo.
