Background
The Universal Postal Congress is made up of representatives from member states and meets every five years, it is a legislative body. The first Universal Postal Congress was held in Bern, Switzerland, in September 1874. Beijing will host the congress for the first time from August 23 to September 15,1999. The Beijing Congress will be the 22nd and will be attended by 2,000 reprsentatives from member states and more than 20 international organizations.
