China Post scheduled the issuance of a set of commemorative stamps themed The 31st FISU World University Games Chengdu on July 28, 2023. The set contains 2 stamps, with their design themes named Emblem and Mascot respectively. The total face value of the complete stamp set is 2.40 yuan, and the planned circulation is 6.795 million sets.

University students are the most active and vibrant force in the entire society, and they are the "dream chasers" of the era—each university student harbors a dream in their heart. The World University Games is a grand event for university students worldwide to compete and communicate with each other, as well as a stage that gathers the dreams of youth. The 31st FISU World University Games Summer was held in Chengdu, Sichuan Province, from July 28 to August 8, 2023. This Games witnessed university athletes from around the world sweating, challenging their limits, and realizing their dreams here. The design of the emblem is based on the letter "U" (the first letter of "University" in the Games' English name), integrating two typical Chinese cultural elements: the "Sun Bird" and the "Phoenix". It consists of four gradient color blocks—vermilion, bright yellow, emerald green, and lake blue—and shares the same design lineage as the elements of the International University Sports Federation (FISU) logo. The mascot is a giant panda named "Rongbao", depicted in a running posture, holding the Games torch engraved with the number "31". Its ears, eyes, and tail are shaped like flames.

Designed by Shen Jiahong, the stamps take the emblem and mascot of the Chengdu World University Games as their main visual elements respectively. The background and partial patterns adopt the "Sun Bird"—the standard auxiliary graphic of the 31st World University Games—and are dotted with the bright, dynamic standard colors of the Games. The bridge section of the sheetlet prominently features the slogan of this Games: "Chengdu Makes Dreams Come True". The overall design of the stamps is fashionable and lively. The stamps were printed using the photogravure technique by Beijing Stamp Printing Co., Ltd.
