Background
China Post scheduled the issuance of a set of 3 special stamps themed "Overseas People's Livelihood Projects" on November 12, 2020. The three stamps are respectively titled "Consular Services for Convenience of the Public", "Daily Consular Protection and Assistance", and "The Motherland Stands Behind You", with a total face value of 3.60 yuan for the whole set. The planned circulation is 7.6 million sets.

With China's rapid development, an increasing number of Chinese citizens have gone abroad. Safeguarding the safety and legitimate rights and interests of Chinese citizens overseas is an important responsibility of the Ministry of Foreign Affairs and Chinese embassies and consulates abroad. Wherever Chinese citizens go overseas, consular protection and services follow, enabling them to feel the motherland's strength and warmth, as well as the dignity and glory of being Chinese people around the world. Since the 18th National Congress of the Communist Party of China, the Party and the government have attached great importance to the construction of "Overseas People's Livelihood Projects" and continuously increased investment in consular protection and assistance work. The Ministry of Foreign Affairs has vigorously strengthened the construction of mechanisms and systems for consular protection and assistance, actively built a "five-in-one" working mechanism involving the central government, local governments, embassies and consulates abroad, enterprises, and citizens, launched the "12308" 24-hour global consular protection and service emergency hotline of the Ministry of Foreign Affairs, and introduced new people-centered, convenient, and beneficial consular initiatives such as "consular services at your fingertips". It has continuously improved service quality, effectively built high-quality "Overseas People's Livelihood Projects", and made every effort to safeguard the safety and legitimate rights and interests of Chinese citizens and enterprises overseas.

The designs of this set of stamps adopt a computer hand-painted style, featuring fresh and beautiful images with bright and vivid colors. The first stamp, "Consular Services for Convenience of the Public", highlights the "12308" Overseas People's Livelihood Hotline, reflecting the Ministry of Foreign Affairs' commitment to providing "consular services at your fingertips" for Chinese citizens overseas and its important role as a link between overseas compatriots and their relatives in the motherland. The second stamp, "Daily Consular Protection and Assistance", depicts the work of Chinese diplomatic and consular missions abroad in providing services such as document processing and safeguarding the safety and legitimate rights and interests of overseas Chinese citizens and legal persons, embodying the concept of consular protection and daily assistance. The third stamp, "The Motherland Stands Behind You", shows a heartwarming reunion scene of Chinese citizens after receiving assistance from embassies and consulates abroad, conveying the warmth of "the motherland standing behind you" and patriotic feelings. On the left side of each stamp, the Ministry of Foreign Affairs Building, peace doves, and the phrase "Diplomacy for the People" are uniformly presented.

Designed by Fang Jun, this set of stamps was printed by Beijing Stamp Printing House using the photogravure technique.
