The commemorative stamps of "National Disability Day" were issued by China Post on May 20, 2018 (the 28th National Disability Day), with the stamp issue number 2018-12. The full set contains 1 stamp with a face value of 1.20 yuan. Each stamp measures 30×40 millimeters, and there are 12 stamps per full sheet. Printed using the offset printing process by Shenyang Post and Telecommunications Printing Factory in Liaoning Province, the stamps adopt anti-counterfeiting technologies including anti-counterfeiting paper, anti-counterfeiting ink, special-shaped perforations, and fluorescent coding. This marks the first time that China has issued commemorative stamps with the theme of National Disability Day.

Article 14 of the Law of the People's Republic of China on the Protection of Persons with Disabilities stipulates: "The third Sunday of May each year shall be National Disability Day." The establishment of National Disability Day aims to publicize the spirit of self-improvement of persons with disabilities, enable the whole society to further understand the production and living conditions of persons with disabilities, strengthen support for the cause of persons with disabilities, and create a public opinion atmosphere and social environment conducive to the sustainable development of the cause of persons with disabilities. May 20, 2018, marked the 28th National Disability Day, with the theme: "Build a moderately prosperous society in all respects, and no person with disabilities shall be left behind."

The design of the stamps takes the symbol for persons with disabilities as the main element. The white symbol and the love pattern with a gradual color change symbolize the purity and beauty of the cause of persons with disabilities, and highlight the theme of the whole society caring for persons with disabilities. There are eight disability assistance symbols on the love-themed background, arranged clockwise as follows: accessibility symbol, sign language, hearing assistance, information, Braille, medical care, wheelchair pushing, and guide dog (for the blind/deaf). These symbols reflect the concept of persons with disabilities participating in society on an equal footing and sharing in development. On the whole, the stamps imply the vigorous development of China's cause of persons with disabilities over the 40 years of reform and opening up, especially since the establishment of the China Disabled Persons' Federation 30 years ago.
