On April 1, 2017, the Communist Party of China Central Committee and the State Council issued a notice, deciding to establish the Xiong'an New Area in Hebei Province. The planned scope of Xiong'an New Area covers three counties in Hebei—Xiong County, Rongcheng County, Anxin County—and some surrounding areas. Located in the hinterland of Beijing, Tianjin, and Baoding, it boasts distinct geographical advantages, convenient transportation, a sound ecological environment, strong resource and environmental carrying capacity, and ample development space, meeting the basic conditions for high-start and high-standard development and construction. The establishment of Xiong'an New Area is a major historic strategic decision made by the Party Central Committee with Comrade Xi Jinping at its core. It is another new area of national significance following the Shenzhen Special Economic Zone and the Shanghai Pudong New Area, and a millennium project and a major national event.

On December 22, 2017, China Post Group Corporation issued a set of commemorative stamps titled "Commemorating the Establishment of Hebei Xiong'an New Area". With the catalog number 2017-30, the set consists of two stamps themed "New Starting Point" and "New Mission" respectively, with a total face value of 2.40 yuan. The stamps were designed by Wu Shining.

The first stamp, "New Starting Point", features on its cover page a copy of People's Daily dated April 2, 2017, which published the notice of the Communist Party of China Central Committee and the State Council on establishing Hebei Xiong'an New Area. Inside the scroll, it includes scenes such as Xiong County Archway, Rongcheng Ronghe Tower, and Anxin Baiyangdian Lake, serving as a realistic record of the time and location of Xiong'an New Area's establishment.

The second stamp, "New Mission", displays architectural elements representing the capital's functions (such as Tiananmen Square in Beijing) and textual elements reflecting the development requirements of Xiong'an New Area on its cover page. Inside the scroll, it incorporates iconic elements including the stone lions in front of Xinhua Gate, Baiyangdian High-Speed Railway Station, and the prospect of Xiong'an New Area's future construction. It embodies Xiong'an New Area's functional positioning as the major recipient of functions relieved from Beijing that are non-essential to its role as China's capital and its historical mission in the Beijing-Tianjin-Hebei coordinated development strategy, demonstrating the bright prospects of Xiong'an New Area's development under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core.
