Background
June 26, 2017 marks the 30th International Day Against Drug Abuse and Illicit Trafficking. In 1987, to address the grave situation of growing global drug proliferation, the 42nd session of the United Nations General Assembly designated June 26 of each year as the International Day Against Drug Abuse and Illicit Trafficking, aiming to raise the awareness of all countries in the world about the drug problem. Cracking down on drugs rigorously has always been the consistent stance and firm proposition of the Chinese government. In recent years, the Chinese government has adhered to the principles of source governance, systematic governance, comprehensive governance and law-based governance. It has adopted a multi-pronged approach to banning opium poppy cultivation, drug production, drug trafficking and drug use, and further promoted the people’s war on drugs, making important contributions to safeguarding social harmony and stability, boosting economic and social development, and ensuring people’s peaceful and happy lives.

China Post issued a set of one commemorative stamp themed International Day Against Drug Abuse and Illicit Trafficking on June 26, 2017, the very day of the International Day Against Drugs. The stamp has a face value of 1.20 yuan, with the catalog number 2017-15 and a specification of 40×30 millimeters. Each full sheet contains 12 stamps, printed by Beijing Stamp Factory using the photogravure printing technique. The stamp incorporates anti-counterfeiting technologies such as security paper, special-shaped perforations and fluorescent spray codes. It was designed by Li Xiaoyu and edited by He Jinmei. The issuance of the stamp coincided with the 30th International Day Against Drug Abuse and Illicit Trafficking, which echoes the theme of the International Day Against Drug Abuse and Illicit Trafficking established by the United Nations.

The overall style of the stamp is concise and lively. Elements including buildings, vehicles, green trees, blue sky, rainbows and doves of peace form a life scene symbolizing light and hope. In the prominent upper right corner, there is a prohibition sign paired with typical drug-related elements—poppy seed pods and poppy flowers. A rainbow divides the stamp into two parts in the middle, creating a strong visual contrast. It implies that under the government’s various measures, the whole society takes joint actions, fostering a sound atmosphere of rejecting drugs, pursuing a healthy and civilized life, and building a harmonious society.
