Background
The Second United Nations Conference for Exploration and Peaceful Utilization of Outer Space was held in 1982 in Vienna, Austria. China is a member state of the Committee for Peaceful Utilization of Outer Space of the United Nations. A set of commemorative stamps used to be issued before the Conference in order to publicize the importance of the Conference. The year of 1992 was designated "International Space Year" by the United Nations. This was also the 10th Anniversary of the Second United Nations Conference for Exploration and Peaceful Utilization of Outer Space.
