China Post is scheduled to issue a set of 2 commemorative stamps themed "The 70th Anniversary of the Establishment of the National People's Congress" on September 15, 2024. The stamps are titled Promoting the Spirit of the Constitution and Developing Whole-Process People's Democracy, with a total face value of 2.40 yuan. The planned issuance quantity is 6.25 million sets.

The people's congress system is a great creation of our Party leading the people in the history of human political systems. In September 1954, the First Session of the First National People's Congress was successfully convened, formulating the first constitution of New China. This constitution clearly stipulates that all power in the People's Republic of China belongs to the people; the organs through which the people exercise state power are the National People's Congress and local people's congresses at all levels.

Adopting graphic design techniques and a vertical format, the stamps feature prominent thematic concepts and distinct visual layers:

The first stamp, Promoting the Spirit of the Constitution, takes the Constitution of the People's Republic of China as the main subject, set off by blooming peonies, embodying the great significance of promoting the spirit of the Constitution.

The second stamp, Developing Whole-Process People's Democracy, centers on the solemn National Emblem and the Great Hall of the People, supplemented by the texts "democratic election, democratic consultation, democratic decision-making, democratic management, and democratic supervision", reflecting the rich connotations and profound significance of developing whole-process people's democracy.

Both stamps also incorporate elements such as the Great Wall (endowed with the aesthetic implications of traditional Chinese blue-and-green landscape painting), the dome of the Great Hall of the People, and white doves. Printed with high-precision offset printing technology, the face value and title of the stamps use gold ink to enhance the sense of solemnity, while the main elements adopt 3D embossing technology to highlight the three-dimensional effect of the images. The process design ingeniously combines the profound implications of the theme, better conveying the commemorative significance that the stamps intend to reflect.

This set of stamps is collectively created by the Academy of Arts & Design, Tsinghua University (principal designers: Chen Lei, Huang Yilei, Shao Wenqin), with Wen Wenya as the responsible editor. It is printed by Beijing Stamp Printing Co., Ltd. using offset printing (with partial embossing) technology.
