The stamp is titled The 100th Anniversary of the Founding of Ocean University of China with a face value of 1.20 yuan. The planned issuance quantity is 6.15 million sets.

Founded in 1924, Ocean University of China (OUC) is a key national comprehensive research university with distinct red genes, a fine revolutionary tradition, and a persistent blue dream. It has gone through several academic periods, including Private Qingdao University, National Qingdao University, National Shandong University, and Shandong University. Renamed Shandong Ocean College in 1959, Qingdao Ocean University in 1988, and finally Ocean University of China in 2002, it has successively been selected into the national "Project 211" and "Project 985" as a key construction university, and in 2017, it was included in the list of national "World-Class University Construction Universities" (Class A). Over the past century since its founding, OUC has always adhered to its founding mission of "imparting advanced scholarship, cultivating outstanding talents, and meeting national needs", upheld the value pursuit of "upholding academic excellence and serving the country through marine development", and regarded serving the construction of a maritime power as its special mission. With the "No.1 Gate" and "Liuliu Building" of OUC's Yushan Campus as the main subjects, supplemented by elements such as the university emblem and the centennial celebration logo, the stamp features a fresh and elegant design with rich visual connotations, showcasing the distinctive style of Ocean University of China. Printed using high-precision offset printing technology, the stamp uses gold ink to adorn the details of the main buildings and the university emblem, highlighting the profoundness and glory of history. The border decoration adopts the logo pattern of OUC to create a color scale, and the background uses fluorescent ink. The historic number "100", the university motto "Embrace All Rivers, Uphold Principles and Forge Ahead", and the "Ocean University of China" plaque not only shine brightly in daylight but also display unique charm under ultraviolet light. The historical glory of this century-old university transcends time and space, vividly appearing on the stamp.

This set of stamps is designed by Chen Jingyi and Xia Jingqiu, with Li Jinwei as the responsible editor, and printed by Beijing Stamp Printing Co., Ltd. using offset printing technology.
