Background
On October 7, 1954, the Xinjiang Production and Construction Corps (XPCC) of the People's Liberation Army was established in Dihua (later renamed Urumqi). It currently comprises 13 agricultural construction divisions and one construction engineering division, overseeing 174 farms and various industrial and commercial enterprises spread across the vast region north and south of the Tianshan Mountains. The XPCC's highest administrative body, its Headquarters, is located on Guangming Road in Urumqi, with the 12th Division and the Construction Engineering Division also headquartered in the city.As a vital force in the development of Xinjiang, over the past six decades, the XPCC's vast numbers of staff and workers have established deep roots in the region, taking as their mission the dual tasks of cultivating the land and guarding the border, and contributing to the well-being of all ethnic groups in Xinjiang. The XPCC has become an effective model for central government support to local areas, for assistance from inland regions to the border areas, and for mutual support among brotherly ethnic groups, fulfilling the roles of a "construction army," a "mainstay," and an "iron bastion." Entering the new century, in the face of opportunities and challenges in reform, development, and stability, the XPCC has consistently prioritized scientific development and deepened reforms as powerful driving forces, making significant contributions to Xinjiang's economic and social development.
On the occasion of the 60th anniversary of the founding of the Xinjiang Production and Construction Corps, China Post will officially issue the commemorative stamp set "60th Anniversary of the Xinjiang Production and Construction Corps" on October 7.
The commemorative stamp set "60th Anniversary of the Xinjiang Production and Construction Corps" consists of three stamps with a total face value of 3.60 yuan. Each stamp measures 40 mm × 30 mm, with 15 stamps per sheet, and a sheet size of 150 mm × 190 mm. The stamps were designed by Li Qun and Liu Xiaolei, and printed using offset printing by Shenyang Post and Telecommunications Printing Factory in Liaoning Province. The three stamps are themed "Hard Work and Pioneering," "Maintaining Stability and Guarding the Border," and "Creating New Glory," showcasing the XPCC's achievements in land reclamation, border defense, and construction. The information was provided by the Ürümqi Branch of Xinjiang Post Company.
The first stamp, "Hard Work and Pioneering," features the "First Plow of the Reclamation Corps" sculpture as the main image, with the background showing scenes of the XPCC members at work. This stamp focuses on the theme of land reclamation, highlighting the selfless dedication, pioneering spirit, and remarkable achievements of the XPCC's staff and workers. The second stamp, "Maintaining Stability and Guarding the Border," uses Monument No. 32 as its central image, with two soldiers guarding the nation's territory, and the background depicting scenes of harmonious interaction among people of various ethnic groups within the XPCC. This stamp illustrates the Corps' significant contributions to safeguarding national security, promoting ethnic unity, and maintaining national stability. The third stamp, "Creating New Glory," features aerial seeding, farmland, and the cityscape of Shihezi as its main elements, with the background representing modern industries of the XPCC, such as a tomato processing plant and cotton textile machinery. The foreground showcases the Corps' achievements in tree planting for sand control and ecological protection. This stamp reflects the XPCC's commitment to technological innovation, desert control, building modern cities, and achieving fruitful results in advancing new industrialization and agricultural modernization.
