The stamp was designed by Hu Zhongqing, with Chen Jingzhi serving as the responsible editor, and was printed by Henan Post and Telecommunications Printing Factory.

The stamp design features sports such as running, rhythmic gymnastics, and table tennis. The lively and light color palette conveys a sense of youth and vitality, echoing the theme of the Nanjing Youth Olympic Games: "Blossoming Youth, Building on the Past." The background includes a sketch of Nanjing's cityscape, featuring landmarks such as the Ming City Wall and the Zifeng Tower, with soft and elegant tones that highlight the image of "Green Nanjing." This is the first commemorative stamp issued by China for the Youth Olympic Games. The main image features the mascot of the Nanjing Youth Olympic Games, "Lele," while the emblem of the Games is included as an accessory design.
