China Post will issue a commemorative souvenir sheet for the 9th National Congress of the All-China Philatelic Federation on November 13, 2025. The set consists of one souvenir sheet with a face value of 6.00 yuan and a planned circulation of 4.35 million sets.

The design features the "Heifu Wooden Slip", the earliest known Chinese personal letter discovered by archaeologists. This wooden slip was excavated in 1975 from Qin Dynasty Tomb No. 4 at Shuihudi in Yunmeng County, Hubei Province.

The letter was written by two soldiers named Heifu and Jing to their elder brother Zhong. It describes details of their military service and contains requests for clothing and supplies from their family, while also expressing concern for their relatives' wellbeing.

The border design shows unfolded bamboo slips resembling a river of time against a starry night sky, symbolizing both the continuity and innovation of Chinese civilization throughout millennia. The main design element of the wooden slip creates strong visual contrast with the deep cosmic background.

The souvenir sheet was designed by Dong Qi, edited by Wen Wenya, and printed by Beijing Stamp Printing Co., Ltd using offset printing technology. The production incorporates special metallic ink for the explanatory text and UV-visible star patterns that become luminous under ultraviolet light.
