China Post is scheduled to issue one souvenir sheet as a set of commemorative stamps themed "The 8th Congress of the All-China Philatelic Federation" on June 18, 2020. The souvenir sheet is titled "The 8th Congress of the All-China Philatelic Federation" with a face value of 6.00 yuan and a planned circulation of 6 million sets.The All-China Philatelic Federation (ACPF), formerly known as the National Philatelic Federation, is a national social organization voluntarily formed by philatelic associations from provinces, autonomous regions, municipalities directly under the Central Government, and national industry-specific philatelic organizations across China. Approved by the State Council on January 30, 1982, it is supervised and managed by the Ministry of Civil Affairs, with the Ministry of Transport and the State Post Bureau as its competent authorities for professional services.
Currently, the ACPF has 31 group members at the provincial, autonomous regional, and municipal levels, as well as 10 national industry-specific philatelic organizations covering fields such as sports, the Second Artillery Corps, petroleum, aerospace, coal, seafarers, water conservancy, aviation, electric power, and public security. It boasts over 3 million individual members, forming a nationwide philatelic organization network. The ACPF joined the Fédération Internationale de Philatélie (FIP) in July 1983 and the Federation of Inter-Asian Philately (FIAP) in August 1983, thus becoming a member of both international philatelic organizations.
The main visual element of the souvenir sheet is a wooden Yao cart (a light carriage) from the Han Dynasty, collected by the Qinghai Provincial Museum. This cultural relic was unearthed in the summer of 1977 from a Han Dynasty tomb in Pengjiazhai, Chengxi District, Xining City, Qinghai Province. As a means of transportation for officials and postal messengers in ancient China, the wooden Yao cart can be regarded as an epitome of postal travel and transportation tools during the Han Dynasty. The border decoration of the souvenir sheet is an excerpt from the brick painting "Guest-Receiving Scene" from the Yinan Han Dynasty Tomb, featuring early Huanbiao (ancient postal milestone pillars) and scenes of officials traveling by wooden Yao carts. Set against a warm color palette, the design highlights the profound historical heritage of the cultural relic and the solemnity of the 8th Congress of the All-China Philatelic Federation.
Designed by Ma Lihang, the souvenir sheet is printed by Beijing Stamp Printing House using a combination of photogravure and offset overprinting techniques. Breaking away from conventional printing practices, it achieves excellence in ordinary technologies through innovative integration of traditional printing processes. Under ultraviolet light, the souvenir sheet recreates the viewing experience of a museum: light converges on the wooden Yao cart, with alternating light and shadow, as if traversing thousands of years of history. The imprint "2020" on the sheet records the special year of the 8th Congress of the ACPF.
