Background
China Post scheduled the release of a commemorative stamp set titled Shanghai Cooperation Organization Qingdao Summit on June 9, 2018. The set contains 1 stamp with a face value of 1.20 yuan. The Shanghai Cooperation Organization (SCO) is a permanent intergovernmental international organization founded on June 15, 2001, in Shanghai, China, by the People's Republic of China, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan. In 2017, the Republic of India and the Islamic Republic of Pakistan became full members. The SCO has four observer states: Afghanistan, Belarus, Iran, and Mongolia; and six dialogue partners: Azerbaijan, Armenia, Cambodia, Nepal, Turkey, and Sri Lanka.
The purposes of the Shanghai Cooperation Organization are as follows: to strengthen mutual trust and good-neighborly friendship among member states; to encourage effective cooperation among member states in politics, economy, trade, science and technology, culture, education, energy, transportation, tourism, environmental protection, and other fields; to jointly commit to maintaining and safeguarding regional peace, security, and stability; and to promote the establishment of a democratic, fair, and reasonable new international political and economic order. Internally, the SCO adheres to the "Shanghai Spirit" of "mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development"; externally, it pursues the principles of non-alignment, non-targeting at other countries or regions, and openness.
The highest decision-making body of the SCO is the Council of Heads of State, which meets once a year, with Chinese and Russian as the working languages. The 18th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization was held in Qingdao City, Shandong Province, from June 9 to 10, 2018. To mark this occasion, China Post specially issued the commemorative stamp set Shanghai Cooperation Organization Qingdao Summit (1 stamp in total). The stamp takes the SCO emblem and the line drawing of the main venue – Qingdao International Conference Center – as its main elements, decorated with auspicious clouds and seagulls. At the bottom of the image, line drawing technique is also used to depict scenes such as the coastal trestle bridge, sailboats, lighthouses, and ships, showcasing the characteristics of Qingdao – a pearl on the coast of the Yellow Sea and the host city of the summit. The overall design is concise and lively, with a prominent theme.
This set of stamps was designed by Yu Qiuyan and Xing Wenwei, and printed using offset printing technology by Beijing Stamp Printing House.
