Background
The 2013-7 "World Water Day" commemorative stamp was officially issued by China Post on March 22, 2013, the 21st World Water Day. The set consists of one stamp, making it one of the few official stamps issued directly on the theme of "World Water Day" in China.

The theme designated by the United Nations for World Water Day 2013 was "Water Cooperation." In China, the concurrent promotional theme for "World Water Day" and "China Water Week" was "Conserve and Protect Water Resources, Vigorously Promote Ecological Civilization." At that time, China's per capita water resources were less than one-third of the world average, with nearly two-thirds of cities facing varying degrees of water scarcity. Issues such as water waste and pollution were prominent. The issuance of this stamp was intended to use the "national calling card" as a means to further raise public awareness of water resource protection and to promote the establishment of sustainable water resource use across society.

The stamp is entirely filled with a deep ocean blue, creating a serene and tranquil atmosphere of deep waters. The central design features three drops of white water falling from above, which are skillfully transformed into the radical "氵" (the water radical) of the Chinese character "水" (water), creating ripples on the water's surface.

The three drops of water correspond to the water cycle system of precipitation, surface water, and groundwater, while also subtly conveying the threefold call to "conserve, protect, and cherish" water.

The spreading ripples in the background depict realistic water surface patterns, while also symbolizing the ripple effect of water conservation awareness, encouraging more people to participate in water protection efforts.

The design integrates traditional Chinese character culture with international environmental concepts, using a simple, modern style to convey the environmental metaphor that "a single drop of water can create ripples across the entire body of water," embodying both Eastern aesthetics and practical significance.
