The set consists of one souvenir sheet with a face value of 6 yuan, and it is a hallmark commemorative philatelic item issued for each national congress of the federation.

The All-China Philatelic Federation is the national-level official industry organization in the field of philately in China. For each national congress, a dedicated commemorative stamp is issued. This stamp was specially released to commemorate the 7th National Congress held in Beijing in April 2013, and it is a highly anticipated thematic philatelic item among stamp collectors.

The stamp was designed by the young designer Zhao Wei, with design materials provided by the Hunan Provincial Institute of Cultural Relics and Archaeology. The core design element features the Qin Dynasty wooden slips inscribed with "Qianling Yi You Xing Dongting" (Postal Delivery from Qianling to Dongting), excavated from Liye, Hunan, along with a Qin Dynasty clay seal impression. The background depicts the ancient Qin Dynasty post road at Jingxing, Hebei. This Qin slip, over 2,200 years old, is the earliest existing physical letter in China, equivalent to an ancient postal "sealing strip." Its use as the central motif directly echoes the long historical heritage of China Post, imbuing the stamp with a profound sense of history.

The stamp was printed using a combination of offset printing and partial embossing, along with four anti-counterfeiting technologies: anti-counterfeiting paper, anti-counterfeiting ink, shaped perforations, and fluorescent spray codes. The overall souvenir sheet measures 120×80 mm, with the main stamp image area measuring 60×40 mm and a perforation gauge of 13.5 degrees. It was printed by Henan Post and Telecommunications Printing Factory. The partial embossing process gives the Qin slips and clay seal a three-dimensional texture on the stamp surface, further enhancing the authenticity of the ancient artifacts. This technique was notably prominent among stamps issued during the same period.
